A popular cardiologist to some residents in Haliburton County is facing allegations on over testing patients and over-billing OHIP.

Victoria cardiologist Dave Massell reviewed Hughes practice and says that Hughes saw too many patients a day, kept sloppy records and misdiagnosed a heart murmur.
