News Dysart and Minden Hills a Lame Duck Council until new members sworn in SHARE ON: Smith Autumn, contributor, Friday, Oct. 31st, 2014 Dysart and Minden Hills council will be sitting ducks for the next month. The lame duck council is in effect because less than 75 per cent of the previous council were voted in again. This means there are a few restrictions for council like appointing or removing an officer of the municipality and hiring and firing employees. The new council will be sworn in on December first. Highlands East and Algonquin Highlands only have one new member, so their council will go ahead as normal.
