UPDATE: The highway has reopened. A stretch of Highway 118 in Highlands East is fully closed due to flooding.  According to East Region OPP, the roadway is blocked between Thunderbird Drive and North Bay Beach Road in Cardiff.  The highway has been closed since around 2:40 p.m. Friday.
