Highlands East Housing and Grants Advisory Committee is working with Places for People and Habitat for Humanity to identify opportunities for housing.
The committee has recommended council looks at Cardiff’s water and sewer systems to see if it could handle further developments.
If it can, the committee says it could be a possible location for both housing groups.
Members have also suggested using Cardiff as a location for a business park to create economic development.
