Highlands East wants to change a trend of declining arena usage.
Although there are no specific numbers yet, the municipality says usage of the Keith Tallman Memorial Arena has been dropping the last few years.
Mayor Dave Burton says the municipality tries to promote arena bookings but letting people use it for free for certain activities.
Burton adds Highlands East may be competing with itself when it comes to winter recreation.
Burton adds the arena is on par with rental rates for other facilities in the county, but minor hockey leaving Highlands East last year was a big blow.
